We are looking for an App Developer to create an application that will support the latest mobile devices. This will need to include both Apple and Android devices. We're thinking PhoneGap is going to be the best way to go about this but we're open to other suggestions.
We wish to set up a database gathering all the unwanted numbers that are currently listed in a system that a friend of ours has created. This system is not optimal but it works. It is simple programming but for the moment it is the only way for us to filter unwanted numbers and hidden numbers.

To transform this database of more than 1000 numbers into a phone application. This application would systematically reject calls from Blacklist numbers from our database (which are currently added manually), as well as all hidden numbers and numbers not starting with +41, +49 or +43.
===================================== THE PURPOSE =====================================
To filter the numbers and not to confirm any appointments if the number appears in this Blacklist.
A Blacklist number is often: a bad client, a time-waster client, a dangerous client. We want to prevent unwanted customers from contacting us.
In its current form, our Blacklist system is not optimal because:
* It requires too many steps to go through to verify a number. Consequently, our clients do not always use it. However, we want all numbers without exception to be filtered. Since our clients do not do this systematically, an application on their phone will automatically do this work for them. * To ensure that it functions correctly, the page must be systematically refreshed. * If the number to be checked has not been inserted correctly, the result given by the system is incorrect.

* All of our clients must be able to download this application into their smartphones. * The Application will systematically reject numbers from our Blacklist, hidden numbers and all numbers that do not start with +41, +49, +43. * The numbers will not be visible on the application. Our clients should not have access to the phone numbers listed in this app. These numbers are not visible to clients. These numbers are added manually by one of our employees but are not accessible/visible by the clients.
===================================== The Application must allow our Clients to =====================================
* no longer having to check unwanted numbers because they will be systematically rejected by the Application. * report a new number to be added to the Blacklist (indeed, new numbers are added every day to this list which already has more than 1000 numbers) + leave a comment (which explains why the client believes that this number should be added into the Application). By signalling a new number, a message arrives in our email box and our employee takes care of adding the number manually, in our system. * access the Application with a login and a password issued by us and which cannot be changed by the client. * Our clients have free access to this application. Our clients not belonging to our a certain Agency can use the Application for 1CHF per day. For our clients who are not part of this agency, the Application would be chargeable. The minimum payment is 5 days, for 5 CHF. The maximum payment is 30 CHF, for 30 days. Once the payment has been made successfully, the Application can be functional. Once the payment is due, the Application stops working, until the next payment. *The database is entirely managed internally. It allows our office employee to add numbers, delete numbers from the list and write comments (often provided by our clients) attached to these phone numbers. * The Application will have a nice and multilingual design available in 4 languages: in English, German, French and Italian.
Note: We are looking for a _FIXED_ price for the job.
