I need someone who has experience in using Weibull distributions, can code using python and is fluent in English.
I need someone to derive the parameters k and c for a Weibull distribution using the WAsP technique. (See https://youtu.be/Nhqj_sRsNS8 at 6 mins onward) and the website below for detail on the WASP technique:

The attached file contains a column of wind speed data. Using the WASP technique, the parameter k should be equal to 1.48, and the parameter c should be equal to 2.4 based on the wind speed data within the file. Note: you can ignore the wind direction and timestamps.
The successful candidates for this project will be paid once the following have been shown: They create some python code which successfully derives k and c parameter for the sample data attached. Then I will send one more data file. If your code correctly calculates the k and c parameters, then I will send you the money due.
